March 13, 1936 the Lensoviet (City Council) passed a resolution to create a new Leningrad city centre. And the first stage of implementing this grandiose project was the construction of Leningrad's House of Soviets. In the southern part of the city it was planned to build the House of Soviets, Youth Palace, House of Red Army and Navy and a grand theatre on a gigantic square of 13 hectares.

The House of Soviets was founded in 1936 and was being built till 1941. Its inner space number 317000 cubic metre. The building was intended for CPSU Oblast and City Committees, Komsomol Oblast Committees, Oblast and City Executive committees of Leningrad Deputy Council. The building contains over 700 offices, conference and plenum hall with 3000 seats, 10 smaller conference halls, library , dining-hall, surgery etc.

The main architectural idea of the grand facade is the portico with fourteen columns over seven floors, with two relief pylons at the entrance. On top of the building stands sculptural frieze embodying the building of socialism and the defense of the country. In the centre over the frieze there is the state coat of arms 11x11 m. large.

The project of the House of Soviets designed by the architect Troitsky can be referred to ironically- called style of “Stalin's Classicism”.
