In June 1930 the Lensoviet Presidium passed the solution to construct the buildings for district Soviets of Deputes in the two largest districts of the city – Kirovsky and Moskovsky. In October of the same year the building for Kirovsky District Soviet was founded to the design of Troitsky. In front of the building was planned a huge triangle square for demonstrations. In the centre of the square the monument to Kirov was erected to the design of Tomsky in 1938. The construction was completed in 1934.

Form and space structure of the building is simple and expressive – stretched along the square lower form, strutting out of the eastern side a semi-round form and on the western side – facade, topped with 50 m. high tower, that makes the building dynamic. The facade's decoration is rather laconic, with the perfect solution in correlation of glass and walls. Simplicity and lucidity of composition, expressive silhouette make the building monumental and stress the importance of the public building. In Soviet period public and party district organizations, bank, post-office, canteen and a conference-hall with 1000 seats were situated here.
